Past Activities
2010年以降に、早稲田大学佐藤滋研究室と都市・地域研究所が、新宿区戸塚地区を対象に行ってきた、一連の活動を年度ごとにまとめています。
The following section summarizes the activities conducted from 2010 by Waseda University's Shigeru Sato Laboratory and the Urban and Regional Research Institute.
2010年
2010年度は、戸塚地区において協働復興模擬訓練を開始した初年度にあたります。セミナーやワークショップを５回実施し、それらの成果は「報告書」にまとめられています。また、各回の訓練で得られた戸塚地区の課題や資源を踏まえ、事前復興のアイディアと取り入れた戸塚のまちの将来像を「計画提案」としてまとめています。
2010 was the first year of the community-based collaborative recovery simulation training in the Totsuka area. Seminars and workshops have been held five times, and the results are summarized in a report. During the activities, we identified issues and made a resource assessment for the Totsuka area. Ideas for community-based pre-disaster recovery planning and the town's vision by residents of Totsuka are incorporated and summarized as a plan proposal.
2011年
2011年度は、前年度に実施した協働復興模擬訓練の継続活動を行なっています。「被害を出さない、逃げないで済む防災まちづくり」の足掛かりとなる、町会ごとの「防災マップ」を作成しています。また、模型を用いた復興まちづくり体験ゲームを行い、ゲームの中で得られた意見は「ワークショップまとめ」に整理しています。
In 2011, we continued the community-based collaborative recovery simulation training conducted in the previous year. We created a disaster prevention map for each town council, a stepping stone for disaster prevention community-based town planning. In addition, we created a community-based recovery town planning game using a model. We gathered the opinions obtained from the game in our Workshop Summary document.
2012年
2012年度は、これまでの協働復興模擬訓練の継続活動を受けて、住民と行政による事前復興まちづくりの協働体制を構築する必要性が出てきました。そこで、新宿区人材育成研修「政策法務じんざい塾」と連携し、区職員と戸塚地区住民が共に復興まちづくり計画を作成することで、復興まちづくりの組み立てを協議しています。５回のワークショップと意見交換会を実施し、その結果は「報告書」に整理し、事前復興まちづくりのための計画提案のモデルケースを提示しています。
In 2012, based on our community-based collaborative recovery simulation training results so far, it became necessary to build a collaborative system for community-based pre-disaster recovery town planning. Therefore, in collaboration with the Shinjuku Ward's human resources development training department, the ward staff, and the Totsuka area residents, we created a community-based town recovery planning scheme. We held five workshops and exchanged opinions that we summarized in a report. We then presented a model case for community-based pre-disaster town planning.
2013年
2013年度は、2010年から３年間実施した協働復興模擬訓練を踏まえて、事前復興の体制づくりに取り掛かっています。戸塚地区の関係者の参加のもとで準備会を３回開催し、災害支援ネットワークや復興のプロセスを共有し、次年度以降に災害復興支援プラットフォームの形成を目指しています。
In 2013, we created a community-based pre-disaster planning system based on our community-based collaborative recovery simulation training resulting from our work that started in 2010. We held three preparatory meetings with the participation of stakeholders in the Totsuka area. We shared the disaster support network and community-based recovery process, intending to form a disaster recovery support platform from the following year onward.
2014年
2014年度は、事前復興体制づくりの準備会を母体として、戸塚地区災害復興支援ネットワークを考える会を立ち上げ、年数回の戸塚地区ネットワーク会議を実施しています。これらの会議の様子は、活動ニュースを発行することで地域住民へ発信し、戸塚地区の震災復興の手引き（暫定版）を出版しています。
In 2014, we set up a meeting to think about the Totsuka district's disaster recovery support network, with the preparatory meeting for creating a community-based pre-disaster planning system as the model. We held the Totsuka district's network meeting several times a year. The content of these meetings is communicated to local residents by issuing news about our activities, and a guide (provisional version) for community-based earthquake disaster recovery in the Totsuka area is published.
2015年
2015年度は、これまでの協働復興模擬訓練と戸塚ネットワーク会議の活動を受けて、「事前復興データベース」を構築し、それを閲覧可能なiPadを手に取ってまちをあるき、復興模擬訓練のアイディアの実現に向けた検証を行なっています。さらに、仮の被害想定に基づいて、３つの復興まちづくり計画案を作成し、望ましい復興まちづくり計画について話し合いました。また、新宿区危機管理課が発行した「事前復興まちづくりのすすめ」の企画・編集にも携わってます。
In 2015, in response to the activities of the community-based collaborative recovery simulation training and the Totsuka Network Conference, we built a community-based pre-disaster planning database. By using an iPad that can browse the database, we walked around the neighborhoods to assess the feasibility of community-based collaborative recovery simulation training ideas we had. Based on the disaster damage assumptions, three community-based town recovery plans were prepared, and discussions were held on the desirability of those plans. In addition, we are also involved in the planning and editing of "Recommendations for Community-Based Pre-Disaster Town Planning," issued by the Shinjuku Ward Crisis Management Division.
2021年
2021年度は、東京都の補助事業「地域協働復興の普及啓発事業」の採択を受けて、２回のセミナーとワークショップを企画しました。これまでの協働復興模擬訓練と事前復興活動の成果を振り返りながら、今後の新しい展開に向けたキックオフとなる場を設定し、専門家を交えた討議・意見交換を行いました。
In 2021, two seminars and workshops were planned in response to the adoption of the Tokyo Metropolitan Government's subsidized project "Enhancing Awareness of Local Collaborative Reconsruction". While reviewing the results of the past collaborative pre-recorery simulation training and pre-recovery activities, we set up a forum to kick off new initiatives in the future, and held discussions and exchanges of opinions with experts.
